The Transportation Department’s primary goal is to safely transport all the district’s children at all times. Uinta County School District No. 1 has a fleet of 35 buses and 6 MPV's (Suburban's) to provide transportation and support to the students and education system within the district. The School District accommodates an average of 1,500 riders daily, traveling over 1,100 miles. The Transportation Facility is located at 2234 Yellow Creek Road, the phone number is 789-6216.

    Parent/Student Handbook - Welcome to the School Bus!

    Uinta County School District No. 1 has a fleet of 35 buses and 6 MPV’s to provide transportation and support to the students and educational system within the district. The School District accommodates an average of 1,500 riders daily, traveling over 1,100 miles. The Transportation Facility is located at 2234 Yellow Creek Road, the phone number is 789-6216.


    DRIVERS

    Each driver receives comprehensive training each year, has a DOT medical clearance and is licensed by the State of Wyoming before driving with children on the bus. The bus fleet is equipped with two-way radios that allow for immediate emergency contact between buses and the Transportation Department Office.


    MAINTENANCE

    A staff of experienced mechanics perform constant upkeep as well as preventive maintenance for the fleet vehicles. The drivers are responsible for daily inspection and cleanliness of the vehicles.


    SCHEDULING AND ROUTING

    Because our community is dynamic, the routes, stops and the bus loads may change weekly. Routes and times may be accessed on the UCSD #1 website, you may call the Transportation Department at 789-6216 for information concerning your child's bus number, location of stop, and time of stop.


    SPECIAL TRANSPORTATION REQUESTS

    Transportation requests for students with special needs will be made through the District's Special Education Department before a bus can be scheduled.


    ADVERSE WEATHER CONDITIONS

    During extreme blizzard conditions, children will be taken to a safe “haven” or location. Drivers have been instructed not to leave small children at bus stops where they may be in danger. The drivers have been instructed to radio the Transportation office so that they can make every effort to locate a parent or guardian before taking the child back to his or her school.

    Buses will not be crossing flooded areas, closed roads or roads blocked by snow. Parents will be notified and arrangements will be made for their pick-up and delivery.

    School Bus Lights and When to Stop

    FLASHING LIGHTS!!!

    The greatest “SAFETY MEASURE” that can be performed by YOU as parents, is careful attention to our buses with flashing lights.

    Our students depend upon your obedience to this law. They have been taught in safety classes and in their school rooms that ”MOTORISTS STOP FOR FLASHING RED LIGHTS”. They expect you to stop. They have been taught to watch the bus driver to see if it is safe to cross the street.

    WHEN TO STOP

    The “Flashing Red Light Law” applies on city streets, on highways throughout Wyoming, on county roads and in our SCHOOL LOADING ZONES.

    All motorists must stop for buses loading and unloading children on all streets including four-lane streets and highways unless there is a physical barrier between the 2nd and 3rd lanes. A physical barrier is a concrete barrier, metal fence or grassy median. The center left turn lane IS NOT a physical barrier. Examples of four-lane roads without a physical barrier that vehicles must stop are Hwy 150 South, Hwy 89 North, Wasatch Rd, and Bear River Drive. School Buses are equipped with exterior camera systems that record video of vehicles passing the school bus stop sign. In cooperation with the Sheriff’s Office, the Highway Patrol and the Evanston Police Department school bus drivers and district administration take vehicle descriptions, license plate numbers, and images of all vehicles passing school buses with flashing red lights and turn this information into the Sheriff’s Office or Police Department.

    Safety Awareness

    STUDENT AWARENESS

    Each year the School District Transportation Department coordinates a Student Safety Awareness Program throughout the District for all children. During this time safety is emphasized to include:

    1. Loading and Unloading Procedures.
    2. Behavior.
    3. Evacuation Drills

    These programs vary from film presentations to student handouts. However, the most vital role is played by the parents. Parents and children are asked to discuss safety issues and proper bus behavior at home.

    BICYCLE SAFETY AWARENESS

    Each year in the United States there are about 40,000 bike related injuries. About 1,000 cyclists are killed each year. Here are some things you should know to help make your cycling safe, trouble free, and more fun.

    Think Safety - You can avoid accidents by using common sense, be courteous, be cautious and be confident.

    ALWAYS WEAR A HELMET!!!

    For Cycling Safety - Rules of the Road:

    1. Obey traffic regulations - as a bike rider you must obey the same rules as the driver of an automobile. Have your mom or dad help you if you aren’t sure what the signs mean.
    2. Turn with care - most bike accidents occur at intersections. If traffic is heavy walk your bike across the street.
    3. Signal before you turn or stop.
    4. Do not show off - don’t weave, race or stunt ride in traffic. Be extra careful around large trucks and school buses.
    5. Keep to the right of the street - ride single file and always ride with the traffic.
    6. Avoid heavy traffic - do not drive on high speed highways or freeways.
    7. Beware of parked cars - a door might suddenly open, forcing you into the traffic or a car might pull out into the traffic right in front of you.
    8. Provide your own power - never hitch a ride by grabbing hold of a truck, car or bus.

    Protect Your Bike Against Theft:

    1. Mark it with your name and address. An electric engraving pen works best.
    2. Lock it up - use a theft proof chain, cable or bar lock to attach it to a sturdy fixed object.

    For Rollerblade/In Line Skating/Skateboard Safety

    Rules of the Road:

    1. Use elbow and kneepads and a helmet when riding your rollerblades/in line skates or skateboard.
    2. Avoid rollerblading/in line skating or skateboarding in traffic. Any type of moving vehicle and rollerblades/in line skates or skateboards make a dangerous combination.
    3. Don’t show off - the same as riding your bike, don’t weave, race or stunt ride. Be extra careful around large trucks or school buses.
    4. Provide your own power - never hitch a ride on a truck, car or school bus.
    5. Parked cars can also be dangerous - watch for a car door to suddenly open or a car to suddenly pull into traffic.
    6. Rollerblading/in line skating or skateboarding is not permitted on the elementary school grounds during regular school hours. Elementary children are not permitted to bring their rollerblades/in line skates or skateboards on the bus.

    Tips for Parents

    BUS SAFETY TIPS FOR PARENTS

    • Have your children put everything they carry in a backpack so they won’t drop things along the way.
    • Have them wear bright colors so they will be easily seen by drivers.
    • Make sure they leave home on time so they can walk to the bus stop and arrive before the bus is due. Running can be dangerous.
    • Walk your child to the bus stop and have older children walk in groups. There is safety in numbers; groups are easier for to see.
    • Practice good pedestrian behavior. Walk on the sidewalk, stay out of the street.
    • If you must walk in the street, if there is no sidewalk, walk single file, face traffic, and stay as close to the edge of the road as you can.
    • If you must cross the street, stop and look left, right and then left again . Do the same thing at driveways and alleys. Exaggerate your head turns and narrate your actions so your child knows you are looking left, right and left.
    • Don’t let your child play running games or push and shove at the bus stop.
    • Make sure your child stands at least 10 feet (five giant steps) from the road while waiting for the bus. The child will then be out of the way of traffic.
    • Warn children that, if they drop something, they should never pick it up. Instead, they should tell the driver and follow the driver’s instructions. If they bend over to pick up a dropped object, they might not be seen by the driver and could be hurt if the driver pulls away.
    • Remind children to look to the right before they step off the bus. Drivers in a hurry sometimes try to sneak by buses on the right.
    • Teach your children to secure loose drawstrings and other objects that may get caught in the handrail or door of the bus as they are exiting.
    • Give your child a note if you would like for the child to get off at a stop other than the one they are assigned. The driver is not allowed to let a child off at another stop without written permission or a phone call from the parent to the Transportation Department.
    • If you meet your child at the bus stop after school, wait on the side where the child will be dropped off, not across the street. Children can be so excited at seeing you that they dash across the street and forget the safety rules.
    • Children should ride quietly, be courteous to the driver and follow the driver’s instructions.
    • Children should stay seated during the entire bus ride and keep the aisles clear.

    School Crossings

    Crossing Guard schedules at all schools are: AM-8:35 to 9:05 & PM-3:35 to 3:55. Late start Mondays will be one hour later, AM-9:35 to 10:05 & PM remains the same. Half day schedule is: AM-8:35 to 9:05 & PM-12:45 to 1:05

    Note: Crossing Guards are not allowed to cross children before or after the published times because that puts liability directly on them when performing duties outside the scope of their employment. As parents please inform your children to wait until a crossing guard is there to cross the street.

    STAFF TRAVEL REQUIREMENTS

    Due to insurance company standards and WDE rules, the following are requirements for eligibility to drive any vehicle for District business. This includes personal vehicles driven on District time or for District reimbursement, District owned vehicles, and vehicles driven while transporting students. The following guidelines apply to all UCSD #1 staff in addition to any rules already in place;

    1. Personal vehicles driven for District business or any District reimbursed driving. The driver must have their 10 year (must specify at the DMV) Motor Vehicle Record (driving record), a copy of their vehicle proof of insurance and a copy of their insurance Declaration Page on file with the Transportation office. The motor vehicle record can be obtained through Transportation with two (2) weeks lead time at no charge, or for $5.00 it can be obtained immediately at the Dept. of Motor Vehicles located 555 County Rd. Most staff have their record checked annually anyway, so check with the Transportation Office (ext. 1081) before going to the DMV. Staff must meet the District insurance companies’ guidelines for an approved driver.
    2. Students driving their own vehicles for district purposes, such as peer teachers, mentors, etc. must have proof of insurance, their insurance Declaration Page, and their 10 year MVR on file with Transportation.
    3. District staff vehicles. Anyone driving district vehicles for any reason must have a copy of their 10 year MVR on file at the Transportation office (check with Transportation).
    4. Transporting students on trips/activities with District vehicles. The only vehicles approved to transport students for district approved functions are MPVs (Suburbans). Drivers must meet the same requirements as to drive district staff vehicles, but additionally the WDE guidelines to transport students in Suburbans require the same minimum training as bus drivers. The driver must have 6 hours driver training.
    5. Training is available through GCN, or DVD's may be checked out through the Transportation Dept.
    6. At no time will students be allowed to drive District vehicles.
    7. Only staff members may ride in district vehicle unless authorized by Superintendent.

    Any school district employee who wishes to transport students in a Suburban must complete this training. Record of this training must be given to the Transportation Office to comply with the WDE audit. Employees will be responsible to provide the Transportation Office with a certificate or proof that they have completed the training.

    If you have used a Suburban for student trips in the past or just think you might in the coming school year please complete this training beforehand. A list of available training and the time credited for each is as follows;

    You can call Transportation @ ext. 1081 or 789-6216 to check out training videos or set up a time to view them.

    After staff has completed the training, a class roster and certification or other documentation of the training will be mailed, faxed (789-4380) or submitted to the Transportation Dept., attn. Ashley. Staff will then be put on an “Approved” list to transport students. Only persons on the approved list will be allowed to transport students.


    SUBURBAN USAGE GUIDELINES

    The following guidelines and procedures are required in order to ensure student/staff safety, meet WDE requirements, and to assist the Transportation Department in maintaining the staff vehicles.

    1. There will be no smoking in the vehicle.
    2. Eight passengers and one driver is the maximum capacity. Seat belts must be used. An accurate passenger manifest must be turned in to the Transportation Department before leaving Evanston.
    3. The trip driver shall be responsible for maintaining the cleanliness of the vehicle. Upon returning the vehicle to the Bus Barn the staff member(s) must empty the trash and sweep the vehicle out.
    4. The driver must inform the Transportation Staff of any mechanical problems so these problems can be repaired in a timely manner. Any breakdowns should be reported immediately to the Transportation Staff. We can assist in getting problems taken care of as smoothly and quickly as possible or arrange for alternative transportation if necessary. Contacts are listed in the trip folder that you will be given when the vehicle is picked up at the Bus Barn.
    5. All credit cards must be checked out from and returned to the Business Office.
    6. All fuel receipts must be returned directly to Transportation. All other credit card slips for food and lodging must be turned in to the Business Office.
    7. All approved drivers will adhere to posted speed limits and must follow all other state laws regardless of the state in which they are traveling.
    8. Scheduling of Suburban usage will be through Transportation. If two groups are in conflict over its use, then the Activities Director will determine who will use the Suburban and who will need to take a bus. The reason for this is because the Activities Director has ready access to the activity budget and he is most able to determine who can afford the bus and who can afford the Suburban.
    9. No driver shall operate a Multi Purpose Vehicle (Suburban) while impaired through fatigue, illness and/or any other cause as to make it unsafe for him/her to begin or continue to operate the MPV. No driver shall remain on duty longer than sixteen (16) hours in a twenty-four (24) hour period, ten (10) of which can be behind the wheel in control of the MPV. When the driver has reached that limit he/she shall have at least eight (8) consecutive hours off driving duty. Depending on the severity of driver fatigue, drivers will avoid driving after 1:00 a.m. and driving after 1:30 a.m. is prohibited per school district policy.
    10. No MPV may travel from Evanston any further than five hundred (500) miles or ten (10) hours driving time whichever comes first. Any exception to this must be first approved by the Superintendent.

    ANY DISTRICT REIMBURSED DRIVING: Includes trips out of town, in town, between schools, and any district authorized and reimbursed driving with or without students.

    Our insurance company requires that anyone driving for Uinta County School District #1 in a personal vehicle provide proof of insurance and have a Motor Vehicle Record that meets their standards of an acceptable driver. Anyone driving a district vehicle must meet the same standards but do not have to provide proof of insurance. An unacceptable driver is defined as any driver with:

    A. No major violations in the past 3-years. Major violations include:

    1. DUI/DWI
    2. Reckless Driving
    3. Careless Driving
    4. Vehicular Homicide
    5. Leaving the scene of an Accident
    6. School Zone violations
    7. Financial Responsibility (No Insurance)

    B. No more than:

    1. Three moving violations in past 3-years
    2. Two moving violations and 1 at-fault accident in prior 3 -years
    3. Two at-fault accidents in prior 3-years

    If you anticipate driving a vehicle (your own or a District-owned vehicle) while performing your job for the District during the coming school year, a copy of your driver’s license and your MVR must be taken to the Transportation Office to get put on an “Approved to Drive” list.

    NOTE: ONLY STAFF ON THE “APPROVED TO DRIVE” LIST AT THE TRANSPORTATION OFFICE WILL BE ALLOWED TO DRIVE ANY VEHICLE FOR THE DISTRICT. ANY STAFF MEMBER WHO HAS NOT HAD THEIR DRIVERS LICENSE CHECKED THROUGH THE DMV AND HAVE NOT TAKEN THE REQUIRED TRAINING IF NECESSARY, WILL NOT BE PERMITTED TO DRIVE ANY DISTRICT VEHICLE.
