The Department of Facilities administers and manages services throughout the district including building repairs, modifications to existing structures, new construction, custodial and event services, snow removal, grounds maintenance, building security and access controls. The department employs over 50 personnel (full and part time) including custodians, maintenance, grounds, carpentry and administration. These employees serve the entire district, which encompasses 20 buildings, with a total of about 865,000 sq.ft. on 181 acres throughout the City of Evanston, Wyoming.<-Press on the links in the navigation for additional information.

    Facility Use Form

    Uinta County School District #1 facilities may be used by organizations or individuals within the school district boundaries when programs do not interfere with regularly scheduled school activities. A facility use fee may be charged in accordance with school district policy and procedure for personnel costs, utilities, supplies, and materials. All arrangements for use of the facility shall be made in writing and cleared through the individual building administrator and approved by the district’s Facility Use Committee. Use of facilities will be approved for limited use (for a specific period of time) and not for repeated use over an extended period of time.

    Community non-profit organizations or individuals residing within school district boundaries may request use of a facility or part of a facility.

    All facility users must provide adult supervision (18 and over) to maintain order and prevent damage or loss of school property. The District may require facility users to provide security personnel or police officers when deemed necessary.

    Facilities may not be sublet to another organization or individual. Use of facilities will be approved for limited use and not for repeated use over an extended period of time.

    Facilities exempt from public use include: the warehouse, transportation (Bus Barn), shops (maintenance, wood, welding, and auto), storage units, central kitchen, culinary arts, family consumer science, and the Education Service Center offices.

    Liability, Insurance and Damages

    The District has general liability insurance that covers only the school district and its personnel while acting within the scope of their roles as employees. As a result, facility users shall agree to release, relinquish, discharge, and agree to indemnify, protect, and save harmless the District, its agents and employees, of and from all claims, demands, and causes of action of every kind and character, including the cost of the legal defense thereof, for any injury to, including death of persons (whether they be third persons or employees of the facility user) and any loss of or damage to property (whether the same be that of either of the parties thereto or of third persons), caused by or growing out of, or happening in connection with the use of said facility/facilities, excepting those injuries caused by the negligence of the District or its employees. This provision does not apply to governmental users exempt from indemnification requirements under Wyoming Public Law.

    Facility users must provide proof of insurance in an amount to be determined by District personnel based on the scope of use, the number of participants involved in the activity and any other factors considered necessary by the District. The District will not approve the application for facility use until the proof of insurance is on file at the District office.

    Notice is hereby given that the Board of Trustees, Uinta County School District Number 1, 325 Kirlin Drive, PO Box 6002, Evanston, WY 82931 hereinafter referred to as "owner", will receive sealed bid proposals for the Davis Middle School Building Electrical Renovation, 837 No Name St, Evanston, WY 82930.

    DESCRIPTION OF WORK

    The work includes, but is not limited to Lighting upgrade including lighting controls, fire alarm system replacement including door holders, replace all 120v receptacles and light switches, trace circuits and provide new panel directories, provide new room name plaques, remove parking lot island including concrete and asphalt patching and striping, new site lighting and control, provide new emergency circuits to communications racks.

    General Conditions 

    Sealed bids are requested on the following list of materials, articles, or services for delivery to the school or department designated, subject to the conditions of this invitation.

    1. This invitation is supplied in duplicate. Submit one copy of the completed bid in an envelope clearly marked "BID" and include the above reference number. The duplicate copy is to be retained by the bidder.
    2. Bids, to receive consideration, must be received prior to time designated in this invitation, and none will be accepted thereafter.
    3. Bid forms must be signed by an officer or member of the bidding firm, who is authorized to legally bind the firm.  Owner reserves the right to one bidder for all accepted bid schedules or different contractors for individual bid schedules.
    4. All bids shall be effective from the date of opening until the date specified in special conditions of bidding, and no bid may be withdrawn prior to that time.
    5. In order to be eligible to respond to this bid request, the bidder must meet all of the following qualifications:
      1. Licensed - The bidder must be licensed to conduct business in the State of Wyoming, County of Uinta and City of Evanston. The bidder must also have the necessary physical therapy licensing from the State of Wyoming to perform the physical therapy services required in the bid specifications. Proof of licensing under this paragraph must be submitted with the bid.
      2. Non-Discrimination - The bidder must comply, at all times during the bidding and contractual period, with all applicable federal, state, county, and city anti-discrimination laws, ordinances, rules, and regulations. Any violations of this provision shall be considered a violation of a material provision of the physical therapy contract and shall be grounds for cancellation, termination, or suspension.
      3. Worker's Compensation. The bidder must be able to comply with the provisions of the Wyoming Workers Compensation Act, and all other legislation, federal and state, applicable to the work described herein, and to make all payments, returns and reports required by these acts.
      4. General Liability Insurance: Bidder shall provide current general liability insurance certifications in the amounts requested by the bid specifications. Failure to submit current insurance certifications with the bid may be cause for disqualification of submitted bid. No work will commence, or service be provided under any contract or bid, until all insurance requirements have been approved by Uinta County School District Number One.
    6. It is to be understood that the bidder, if awarded an order or contract, agrees to indemnify and hold harmless Uinta County School District Number One from any suits or demands for payment that may be brought against it for the use of patented material, process, article or device that may enter into the manufacturer or form a part of the work covered by either order or contract. Bidder further agrees to indemnify and hold harmless Uinta County School District Number One from suits, claims or causes of actions of every nature and description brought against it for or on account of injuries or damages received or sustained by any party or for any of the acts of the contractor, his servants or agents.
    7. Federal Excise Tax, Sales Tax or Use Tax is not applicable to any purchase made for use by Uinta County School District Number One. Bids should not include any such taxes. Purchase exemption information can be provided as needed.
    8. Uinta County School District Number One hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, age or national origin in consideration for an award. Bidders awarded any contracts hereby agree not to discriminate against any person who performs work because of race, color, sex, age or national origin or ancestry.
    9. Uinta County School District Number One reserves the right to reject any or all bids, to waive any informality or technical defects in the bids, and unless otherwise specified by Uinta County School District Number One or by the Bidder, to accept any item or group of items in the bid, as may be in the best interest of Uinta County School District Number One.
    10. Uinta County School District Number One prohibits direct or indirect conflicts of interest, gratuities, and kickbacks to employees of Uinta County School District Number One for supplies or services. Any such conflict of interest must be reported by the bidder immediately. If a conflict of interest is found in connection to a bid, the bid will be rejected and the bidder may be disqualified from bidding with Uinta County School District Number One in the future. Law enforcement will be immediately notified of any potential criminal misconduct in connection with any conflict of interest.

    Uinta County School District No. 1 reserves the right to reject any or all bids, or any part of any bid, to waive any formality in any bid, as its best interest may appear. The Owner also reserved the right to award Schedules A and B to a single Bidder or to different Bidders, as may be in their best interest. The award of one or both projects will depend on the bid amounts vs. the District funds available.
